People like the anthro designs and particularly the furry-looking anthro designs because they touch heartstrings and capture sex appeal better, which in turn results in better sales.

They knew immediately when Charizard became more popular than Pikachu that it was always going to be Pokemon with human-esque arms and legs and build, and that was only reinforced later with designs like Braixen, Lucario and Gardevoir. The more of them they make, the more money they make, and the fanbase shows them a disproportionate amount of love, because the majority of people don't give a shit about Pokemon (or any franchise or product) beyond the surface layer of what they're getting out of it. Sex appeal sells.
