by this point in the series, I assume that they would rough sketch some Pokemon before spriting them. the tank concept probably never made it out of the concept stage.

Only the first stage looks a little like a tank. Second stage has two heads which just looks strange.

They were right to redo the whole line.

It's more apparent in the earlier stages, it's just the way people imagined it was more literal. The earlier stages have the tank colours, are horizontal, with the treadmill marks in grey looking more like actual treadmills, and the heads also in grey looking like cannons
