during one interview they joked that flygon was one of the mons they wanted to make a mega of in oras, but by the time that came around there was such a minefield of fan designs that they decided against it.

It wasn't because of fan designs, it was because they suffered artists's block and couldn't think of any GOOD mega evo design for Flygon.

Sharpedo is Archie's ace so giving it a mega evo in ORAS was absolutely mandatory even if the design was unsatisfactory.
The trainer who has Flygon as his ace in that game is also a unique NPC, but he's just the secret base guy, so they didn't force through a weak design to give him his own associated mega evo.
