Giovanni originally was just a mob boss. He didn't want world domination, but he wanted to be unchallenged in his territory. He holds political power as a gym leader, steals strong pokemon, and has a corporate takeover of the company in charge of catching pokemon.
Not so much world domination, but hyper limit any potential rivals within or near his territory so they are at a severe disadvantage.
