If earthquakes are such a sensitive subject in Japan, why do they bother making episodes centered around them?

well you said it yourself, it's because there were major earthquakes right at the same time. it's not like they're ALWAYS that sensitive. a lot of media was heavily altered or outright cancelled in America around 2001/2002 because of 9/11. that doesn't mean nobody ever made media representing terrorism ever again. it was just a bad time.

But earthquakes happen with quite some regularity, enough that two whole episodes have gone entirely unaired because they happened to coincide.

not only that but the entire Team Plasma arc was put on hold until the end of Unova then rushed because that also happened to be their intro episode. Couldn't have just written a new one

well, the move Earthquake has been banned from the anime entirely since this episode, so they DID stop making episodes centered around it specifically to avoid having controversy again. prior to the Whiscash episode, they had used Earthquake without consequence, but the second it became controversial they pulled the plug altogether.

the other unaired episode from BW, I don't think actually portrayed an earthquake, it just portrayed the destruction of a city. which was bad timing because of the earthquake/tsunami/nuclear disaster. totally different scenario.

They did. After the first time it was a problem, that is. Again, the BW episodes weren't cancelled because they depicted an earthquake, they just depicted general destruction.
