Things like these and paradox mons are things that I am in favour of dexcutting, they exist to be some weird one-off creatures for the sake of the games whacky zaney story (since mainline has lost any semblance of grounding its world sometime between XY and SM), but then dont need to appear in later games where they wouldnt make sense.
It's one thing to have weird interdimensional aliens in one game, its another to make every single pokemon game have to now be about interdimensional aliens.
It's one thing to have weird robot pokemon from alternate timelines for one game, its another to have them become a permanent part of series canon for all future games.
Basically it just doesnt make sense to have some of the weirdo shit show up every single game because there's just not a place for them in the games setting or world and having them in is a net negative impact on both the game's story and their own impact on their own game's story.
I have similar feelings about every DLC needing to introduce a way for you to catch every single past legendary pokemon in some goofy catch a thon bullshit where none of the legendaries have any of the weight or importance they have in their original games. Groudon was sealed underground and had to be awakened with the red orb, it's awakening causing untold mayhem to the region around it. But also there's one just chilling under a town in Spain munching on its favorite snacks made by a guy called fucking Snacksworth. I know not everyone cares about this stuff as much as I do but surely even people who care less would understand why this shit sucks outside of any context where we just accept the meta reasoning of this all being some dubiously canon event that exists as an excuse to distribute pokemon to competitive players.
