Serena consistently tops polls, both officially run ones (magazines, etc.) and fan ones, so her winning is never a surprise, though her percentage should probably be more so in the 50s, not in the 70s. Depending on the poll, sometimes May overperforms and passes Dawn, and sometimes she doesn't. Though only have four choices could account for Serena eating so much vote share.
