I'd be super skeptical (as I was skeptical of the BW sheets until today) if this wasn't among the documents they passed for the development of Masters.

It's been too long since DP's character design, if they were sending this to DeNA, there's no way these are outdated or retconned. Same for BW gym leaders. This confirms Elesa is indeed 15

When I look at characters and they go "oh, he is X", it sounds to me that those guys are just trying to save face.
If you want an adult, make an adult. If you want a kid, make a kid.
Also, this doesn't surprise. Japan, for some reason, makes all their 15 to 18 teenagers as tall as full grown adults. Must be a thing they do.
