If you just want to be able to fill out the entire dex then there was some youtuber who made a crystal romhack which has the full dex catchable ingame. It has a few more changes since he was attempting to make a perfected crystal but they're inoffensive since it's mostly a few encounter changes and some level tweaking.
Either way go with crystal. The animated sprites are worth it.
