Think about it. What is something you have done hundreds of times? Part of your job, something in a game, etc?
Do you notate and review every single thing you've done, always looking back years into the past? No.
I bet whoever designed that hasn't seen it nor remembered it since it was archived.
Same applies for all the other scrapped Pokemon. Sure, they may go back and revisit SOME designs, but only if something calls back to that particular one for whatever reason.
