So what's the reason the PWT in B2W2 only had gym leaders from prior 4 generations? (Other than they hadn't been made yet) Does Unova has an alliance with Poke japan?

It's like rugby. Some nations are waaaay above the rest. Kalos and co simply could not qualify

The Kalos' gym leaders had to remain at their post as XY takes place at the same time as BW2
Alola doesn't have gym leaders
Galar's are too strong
The alien woman in Paldea forbids any of them from traveling to another region

Galarians base their strategy in Dina/Gigamax and they can't do that outside Galar.
Same with Kalos and Paldea, they rely on their gimmicks instead of a having a proper Pokemon battle.
