It lead to the same team building constraints that Megas and Z moves did, namely having to pick your gimmick user ahead of time and being forced to choose between bringing it into a bad matchup or not bringing it at all, both of which hurt you.

Instead of having to dedicate a third to a half of your team as an Amoongus counter, you just needed to make sure you had something that could Max Lightning or Max Starstorm. Instead of needing a dedicated anti-weather you just needed something that could Max Geyser, Max Hailstorm, Max Flare, or Max Rockfall. It gave setup options to Pokemon that didn't have them through the use of passing buffs to your partner. Best of all, any Pokemon could do it, so no matter the matchup you could always find a Pokemon to use it on.
