It's actually the smartest strategy, because it's faster and saves time to do other things, while not really providing any other upside. It's not like you're building valuable real life skills by grinding two extra pokemon up to level.

It's called working smarter, not harder.
Spending three times as long isn't smart, because all it does is take three times longer to see the same result.

The idea of Pokemon being "exclusive" to a region didn't really apply until Sinnoh started including actual regional forms. They didn't want you to have all of the brand new Pokemon at once, as they were supposed to be new discoveries for players to find because they were all brand new and newly discovered in their original release. Johto Pokemon don't exist, they're Gen II Pokemon which is why most of them are babies and evolutions and not just some brand new toys for the player to play with and get bored of like how the later games all need some kind of Route 1 rodent, bird, bug, Pikaclone, etc.

You could ask why HGSS didn't make getting the newer Pokemon easier, but you can also ask why FRLG thought adamantly sticking to the original 149 was a good idea until post-game or why ORAS thought including Mega Evolution despite it being a new discovery in XY was a good idea. I legitimately think the remakes mindbroke the fanbase on their expectations of the continuity of this franchise

what I find most offensive is that it even locks Mewtwo and Moltres behind the Sevii Islands, which flies in the face of that purist philosophy

people use the names of regions interchangeably with the generations they correspond to. when people say "kanto pokemon" they mean gen 1 pokemon and when they say "johto pokemon" they mean gen 2 pokemon.

that's how the terms SHOULD be used and are for normal people, but there's a lot of autists who take "johto pokemon" and so on very literally. there's a signifigant group of people who refuse to use pokemon from regions other than the one they're playing on, and will judge the game based on their ability to do so.
