Mega Flygon never went past initial sketches it seems.
Like with Mega Jynx, there was a finalized design for it, planned stats, etc. But in the end it didn't make the cut.
Whereas with Flygon, it seems they never even found a direction for it they were satisfied with and gave up.
Hopefully we do end up seeing Mega Flygon in PLZ-A though.
