Fire types are not immune to fire without the Flash Fire ability, therefore they would be able to be burned. Similarly Electric types would be able to be paralyzed and Ice types would be able to be frozen
I don't think this would be too impactful outside of electric types. The vast majority of electric types have very high speed stats, so being able to paralyze them again would be a significant nerf
