PMD is a spin-off series and isn’t not representative of the main line. If Pokemon actually formed communities like that, I will actually concede, but until they do, Pokemon aren’t sapient nor intelligent enough to form communities and civilizations.

Crows can use sticks to get things out of tight space, and are smart enough to use rocks to raise water levels, but they’re not sapient. There will always be social structures in the wild, we see it in lions and wolves and such, but they’re not sapient either. Pokemon, being fantasy animals, will always be smarter than real life animals, but it doesn’t matter when they fulfill the roles of animals in the Pokemon world’s ecosystem.
