I don’t think so. I believe he’s trying to become whole again. The way every Pokémon game can connect to another version via link cable is his way of trying to merge himself back into one. Unfortunately after the events that lead up to the original world being blown away (RIP Kris) he can never become one. He’s forever incomplete which is why some of his creations can surpass him
