No, at worst he's a mouthpiece for whatever it is that's pushing for faster production cycles. If anything, we've seen that his initial planning is really ambitious, and he's largely responsible for the Japanese region era games.
I don't care if you think Platinum is better than DP, it's 95% the same damn game and most of the stuff I like in it originated in DP which Masuda directed. Anyone who thinks that a Z would have saved XY is huffing gas fumes and blindly repeating a narrative, just like how USUM didn't fix the issues that were within SM because they ran so deep with the game's core design.
I do have some respect for Masuda when he revealed that they were cutting Pokémon from SwSh. It felt very unprompted, the way everyone around him reacted with shock felt like they either didn't know themselves or they weren't expecting him to say it officially before launch. Do I think the cut was justified? No. Do I think it would have made SwSh better games if they were in the data from the start? No. It's not like the 186 Pokémon not obtainable in Ruby and Sapphire made them any better, except MAYBE Eevee which at least utilized the game's internal clock.
