Pokemon can naturally use it, as can some exceptional humans. But the majority of humans, due to their over-reliance on technology, lost this natural affinity in the majority of their population.
They can still train themselves to use it, as seen with martial artists/aura guardians, psychics, spiritual mediums, and fairy magic users, but it's like training a muscle you haven't used you whole life. It's hard, but not impossible.

which can be dispersed by "distortions in air pressure" (which is why Flying Types moves are super effective against Fighting Types) and, presumably, the telekinesis of Psychic Types and the magic of Fairy Types.
The reason why you think only Lucario can use Aura is because in Legends Arceus Professor Laventon made the incorrect assumption that the energy Lucario can shoot out at a distance is some unique phenomena, rather than just Fighting Type energy used in a more esoteric way.
