Pokemon's 3D game art style without Sugimori devolving into this generic kiddie mess started with Genius Sonority and XD's human models which were higher fidelity but rounded the edges too much and lost Colosseum's edgy shonen anime aesthetic. They continued their artstyle with Battle Revolution but tried to mimic Sugimori closer. Then Creatures/TPC made Detective Pikachu and pulled some Winnie the Pooh Disney shit with its art style. Finally Bandai pulled some shit with New Pokemon Snap influenced by the fucked up past styles and some retard at Game Freak decided that was the style they wanted and put it in SV.
TLDR: blame Detective Pikachu shitass wannabe Ace Attorney game

The gen 8 PCs at least look like they could be mid game NPCs
Even the gen 7 PCs suffer from it, to about the same degree as the gen 8 PCs
Gen 6 was the last gen where the PCs looked the part
