Jasmine doesn't delay giving the badge after defeating her, she only delays the battle to help ampharos.
Clair, on the other hand, makes you do a bunch of extra BS after rightfully defeating her because she thinks you're "not ready", and still refuses after that and only gives it to you after one of the elders threatens to report her to Lance (the champion, aka her boss, aka her cousin... is there nepotism in the Pokemon League?). Worst gym leader ever. She's a fucking cunt and deserves to be expelled. Also she dresses like a fucking idiot.
