It's a sort of a salute, but it also sort of means "You are awesome, and the thing that we're both a part of is also awesome!" It's the 200BC version of calling saying, "We are so fucking based." The Germans co-opted it for a reason. It kind of sucks that they took it from us because it's a good symbol.
