The only reason it's Kalos is because they wanted an excuse to practice making non shallow 3D cities and chose Lumiose since it's big scale wise, but not too big, it's literally that simple. They're not choosing the games based on what's be cool for them

It's because their release cadence forces them to make every game iterative. So in Gen 11 we should see good cities in the open world, in theory. It won't be in Gen 10 since it'd being made side by side with Legends ZA

The Legends series was never stated to only focus on the past. Gen6 was the most neglected gen and Zygarde is one of the greatest examples of missed potential in pokemon. Kalos needed something and this is the perfect opportunity to give it that

They didn't do it because "Kalos needed something"
They did it because they needed to achieve a goal and they decided to use a Kalos location to do that. That's how they'll likely choose all of the Legends locations from now on. Based on development requirements

Legends Celebi would have to be basically Arcues part 2. Similar setting, themes, even similar Pokedex as Hisui Pokedex already had many gen 1 and 2 Pokemon. With Legends Kalos they can explore different ideas and go ina completely different direction (urban setting instead of another wild area).

Plus Zygarde and Kalos lore is literally the most untold story in Pokemon. I'd imagine they want to close the most unfinished chapter in Pokemon hstory before celebrating the 30th annivesary
