See? I can do it too. But it all seriousness:
A legendary being able to do this in the first place is ALREADY a jab at worldbuilding because it's lazy and removes the responsibility of the devs to justify each legendary's appearance like they did before. For example the Latis only appear to pure hearted people IIRC and the Tao Trio only appear to heroes of truth and ideals. If the creation trio ar removed from other universes, technically those universes are now screwed, but nope, the devs can lazily hand wave it. This is what I mean. Hoopa is a copout away from worldbuilding. We used to get actual justification, like say B2W2's legendaries. While it didn't have all of them, it justified each and every one of the returning ones in various cool ways that expand the world, aka worldbuilding.
Meanwhile, I find all your criticisms of the PWT just really off topic when it comes to world building and frankly not very effective in any way. You do realize Clay, who built the PWT, is based on a businessman from Japan actually, and because he's in charge of founding a port city for trade with aid other Japanese regions it isn't insane. Also, do you not know what the Olympic are? It doesn't take long to build one tiny fucking stadium, especially with the construction pokemon line living in Unova. This is an EXPANSIOn of worldbuilding, not some weird effort to avoid having to worldbuild like Hoopa.
