No. KANTO's inclusion allowed them to ride Pokemania to its end before Gen 3 came in as an absolute disconnected nothingburger no one talked about until years later.

he's right though. if you were a kid/teen during those times, gen 3 killed a lot of momentum.
people like Pikachu, Squirtle, etc.

Johto was accepted because it's like part of Kanto and was already teased initially with ho-oh, "pika-blu", Togepi, etc

Absolutely no one gave a shit about Hoenn due to their generic robot-looking boxart legends that were literalwhos with no fanfare (Gen 1 and 2 at least had CHARIZARD from the OS as well as Ho-oh from episode 1 of OS and Lugia from the second movie, Kyogre and Groudon got pretty much no shilling upon their release). Add in the complete disconnect from gens 1 and 2 (Kanto/Johto region and mons nowhere in sight and couldnt even move mons across from those gens) and having to get a whole new system to play the new games and you have the final nail in the pokemania coffin.

It's a cool postgame gimmick but nothing in Kanto is fleshed out and the gym battles are easily done since your team is strong after the Elite Four.
So if you had played the games you would know the answer is yes.
