Zapdos's attack is also RNG, unlike Articuno's, but one could say its damage is, on average, higher
except for me since I always get tails no matter what.

imo this should be treated as pros and cons that make those decks more or less equivalent, but I keep seeing people putting Circle Circuit 1 tier higher than Misty. Sure, if we go by putting both decks against each other Pikachu has the type advantage, but that doesnt seem to explain the whole picture.
