Because thats what the trailer depicts. They show multiple game areas and then zoom out.
We can see in the trailer that the city is clearly absurdly big and has biomes and some stray pokemon.

They've also literally described the game on multiple occasions as taking place in Luminose specifically.

Honestly? Legends is a spin-off.
