Gen 9 is spiritually a pre-gen 5 generation.
You can specially tell through its region design, although Paldea is still based on a foreign country, it doesn't feel the need to shoehorn everything about that country down your throat.
You don't need the same boring towns that are just a copy & paste of their real life versions like in gen 6 or 8, you don't need the limitations of gen 7 that you get because of the chains it puts on itself by being heavily based on Hawaii.
They just designed a nice map with a location on the back of their mind to support the world. This is the way it had been done in gens 1-4 and in 5 to some extent.
