Grass starters are historically absolute ass. There has never been a generation where the grass starter was the best, and over half of the generations the grass starter is the worst, sometimes by a huge margin. It's always the easiest type of the three to replace, and is usually the earliest, and is almost always easily overshadowed by some of those replacements. And importantly for that metric, the Water starter almost always has to deal with Gyarados being a chip on their shoulder, as a point of constant competition, and they STILL usually do well. The handful of times a grass starter has been good, has been entirely on the back of a hidden ability turning it into a weird gimmick mon that has no bearing on in-game performance.
Meowscarada STILL isn't the best starter in its game, Skeledirge is a fucking busted piece of shit, but it's easily the best grass starter of all time, and doesn't feel fucking miserable to use. It actually does shit, and isn't stuck fucking poison stalling the AI with screens, or relying on awful coverage moves to actually deal damage to the fucking swarms of Golbat and other poison shitmons
