That is the idea.

Unlike Sh and SW, the dlc felt like its tie to the base game after you finish the base game. You cuck your would-be DLC rival by having another cute mascot pokemon Ogerpon in your party and you watch his mental state deteriorate in both DLC. It also return many pokemon from the past.

Saving the ace for last is a stupid rule anyways especially if you're following it to the point where you put a hazard setter in last and ensure said hazards do absolutely nothing while an explicitly designed final gambit mon is in the team and not benefiting. They really should have made the champion a disciplined samurai kind of guy with a sickass mustache with Kingambit as his ace, but that would make too much sense and be marketable.
