Any definition you have is made up. The time it took to design, model and animate megas is about the same as any other Pokemon and that's what really matters to the devs.

XY's roster was the response to Gen 5's reaction. Rather than feature a whole bunch of new Pokemon, they stuffed it full of familiar ones.

This was how my XY box looked after only using my starter and one other Kalos mon, there is literally no reason to ever use the rest of them unlike Kanto-Unova, Alola, and Paldea (but noticeably less so)

Pawmi simply standing up is fundamentally 3 different Pokemon, but Charizard turning black and becoming a dragon type tough claws phys attacker or a drought special sweeper is not significant enough difference compared to the marmot who stood up.

As opposed to BW, with XY it wasn't that much of a struggle choosing 6 mons I liked enough to compose a full new team with.

A small roster is acceptable when most or all designs are excellently satisfying.

Eh, personally I'm glad they reduced the species count. It was becoming unmanageable, and ever since this gen (or gen 5) there weren't as many forgettable shitmons. Even the worst performing pokemon of the dex had some gimmick like a signature move or ability that made them unique.

Then it made up with the low species count with forms. Even though gen 5 is my favorite, we don't need another generic recolors of gen 1 bulls and gen 1 rats, and gen 1 birds, etc.

Doesn't matter, you are arguing semantics. It still took time and effort to design and "balance" them. Implement them into the game (find ways to make all mega stones available), pokedex entries, etc. It sucks gamefreak threw them away instead of at least having some optional game mode where they could be used, but they still took effort and were some of the most memorable things about that gen.
