Sometimes people bring in mons from lower tiers because they fill an important niche for the team that nominally in tier mons can't fill as needed
The water/ground types like Gastrodon tend to be brought into tiers above their usage tier due to their useful typing, but they're still niche mons and don't cross the usage thresholds.
Having the ability to absorb attacks from a common type is a useful asset in any tier or format.
