Many characters in the anime have their ages modified to fit Ash, the same happened to Clemont, Serena, Korrina, Mallow, and Lana, all of whom were confirmed to be 10 in the anime either in Japanese dialogue or in interviews with the staff.

Never made sense that she is 10. In the games it's more likely she is 15 which wasn't than uncommon in the past to be already working. And in GSC and HGSS she seems like she is at least 18.

Because Ash is 10 in the anime exclusively brainlets think every player character and show character is 10. Because that precedent went unchallenged and unmentioned since 1994 it's stuck around.
Even when B/W & X/Y very deliberately aged up the player characters to fit the aging audience, people say 10.
