This does not apply to Baton Pass. If you just banned all the current Baton Passers and Baton Pass abusers, they would just easily be replaced because the strategy of passing x4 stats in every stat to any Pokemon is inherently broken and only gets more broken with more powercreep.
So instead of banning all of Necrozma, Magearna (gen 7), Espeon, Scolipede, Ninjask, Hatterene, Mr. Mimi, Cradily, Octillery, anything that learns Stored Power or Power Trip, anything with Mold Breaker, Smeargle, etc. Smogon just bans Baton Pass.
