But he's not. Pocket Monsters Encyclopedia very explicitly states that he's still a tadpole, which is the main difference between Poliwag's growth cycle and that of a regular tadpole.

The beta poliwrath had a crown iirc. I think they reused the concept and it could be inspired on frog princes since I don't recall any japanese frogtales about something like that.

The issue with Poliwrath is that its design was subtly altered from its original depiction in Red/Green to make it just an angry Poliwhirl. Originally, it wasn't as round as Poliwhirl, and that straight line at the top of its stomach was meant to be a proper frog mouth that opens.
