They choose games based on need and not patterns. Hence why the next game is set entirely in Lumiose City. In Scarlet/Violet, buildings and cities in general were a huge pain point and we're incredibly shallow. They're using this game as a chance to make good 3D open world cities and buildings. Theyll then use this knowledge to take into the next game, which'd be Gen 10 assuming it's not in development alongside PLZA.
But remakes from now on will be based on what Game Freak needs to practice, not based on a pattern. So maybe in Gen 10 we'll get a Legends game set entirely in Hoenn or something to practice making a whole open world island or something
