Tell me anon, if hisui is really supposed to be sinnoh then why do the growlithe native to the region look like this instead of their hisuian form?

Growlithe only show up in DP if you have Firered in the gba slot, or in the nu-underground in the remakes. Functionally they may as well be displaced there by Kanto magic.

Because the Grand Underground's wild Pokemon diversity isn't canon to the worldbuilding of Sinnoh, it only exists as one of the gameplay mechanics that allow you to obtain all 487 Non-Mythical Pokemon in BDSP with JUST Brilliant Diamond and Shining Pearl.
And the Hisuian Forms weren't featured in BDSP because "muh faithful remake", and also to ensure people still bought PLA in order to obtain the new forms.

Maybe because the game supposed to be a prequel wasn't around yet and they wanted to make PLA mons unique to that game while it was still selling so you had to buy it to transfer said mons.
