Initially, this was done as a game mechanic to prevent people from breeding them and getting more, but it's since become obsolete; later games have been implying they're different sexes in their Dex entries, and as of Scarlet and Violet's DLCs, they're beginning to test the waters with giving actual sexes to Legendaries, so moving forward, there's a chance we'll be seeing this applied to the cover Legendaries as well.

There are exceptions, of course, but on the whole it's the females bullying the males around (see: Salazzle). Still, I'm pretty sure Koraidon is intended to be the male while Miraidon is the female.
