Gen 5's greatest sin was having 2 fucking fully evolved mono type starters, the shit icing on the shit cake is that the third starter despite being dual type was once again Fire/Fighting after 2 fucking gens of fire/fighting starters.

I think his design is fine, just remove the lore about him fighting with swords. I’d always assumed he attacked with the large harpoon on his head. Monotypes have more soul than dual-types

You might be able to argue water/rock or steel.
Nothing else would really fit. But he is fine as a mono water type. It's not like Ferlgator where it "feels" like he should be a Water/Dark.

.... I might be pushing it, but maybe.... part bug? It's a pokemon that uses arthopod body parts as defense and offense and would be fun to use megahorn with, plus Bug should be a type, not inuniverse taxonomy, so maybe we should get more vertabrate bug types.

Samurott is kind of like the Infernape of its gen due to the lack of really relevant or interesting Water types to use. Even then there's still Seismitoad, Swanna and Jellicent, which all while not amazing at least have more going for it than Sinnoh relying exclusively on Rapidash

This is because even the generation where the Water type is at its worst, Masuda still had to make sure it was good/viable enough to be better than the other two options
