I know what you're getting at but it's just not as bad as you're making out to be. another thing to consider, is that the types of scenarios you're imagining are mostly PVP scenarios, and I know it can be easy to forget this because PVP is how a lot of people mainly engage with the franchise, but historically PVP was pretty much just a fun side mode and not taken into serious consideration. in fact, PVP wouldn't really become a major focus for the games until several generations into the franchise. by that point, crits were just part of the game. there are way more obtuse mechanics, like IVs, that have stuck around purely out of habit.
and even in PVP, it just isn't that bad. it just isn't. it can be annoying, but it's hardly gamebreaking. and the truth is the vast majority of competitive games and sports have some kind of random, unpredictable element. you can never control every single variable in a game of soccer, there will always be a chaos factor. things like crits in games are just a way of emulating that. the closest you'll get to a game where everything is under control is maybe chess. Pokemon isn't chess. very few games are.
