There is literally no reason to think it would be any different if it were present in later games, when this rule has held true for Protect, Substitute, and Rest. Even Regigigas, who famously couldn't learn those three moves because GameFreak didn't want you to "easily" stall out Slow Start, was eventually given access to them.
Your argument is built upon false pretenses, and the only reason it's going the way it is, is due to author fiat (Smogon, in this case).
