In Galar and Kalos, they are put front and center as either desirable things and unavoidable in your face advertising.
To put it another way, in Sinnoh I can use a repel to avoid almost every single Pokemon you listed. In Kalos I can't avoid the first Pidgey or the Kanto starters, I can't avoid Lucario, and in Galar several of the most important boss battles are Kanto Pokemon. Interestingly, Sinnoh has two examples of unavoidable Kanto Pokemon. One is the Shiny Gyarados at the Lake of Rage being one of the first things mentioned in the game, however this is referencing multiple Pokemon titles and more importantly tells you when the game is set in relation to the others. The second is your Psyduck example, which ranges from shitty in being a lazy roadblock where you can't even catch them to being actually brilliant in that it puts a Pokemon in the world doing something it supposed does and has a solution reference something relevant from the franchise's history. It's why Lillie going to Kanto to cure Lusamine at the end of SM is really great and probably the single best element of Kanto pandering in the game (the second best is Alolan Oak being a great joke, it's a shame it's too fucking literal with every regional form being a Kanto Pokemon where only Exeggutor and maybe Ratticate really benefit from it lore wise).
