Why did Professor Oak only have 4 Pokémon available for new trainers? He put an advertisement out on public television and you expect me to believe he only had 4 Pokémon in storage in the entire laboratory?

Is Oak running a Pokedollar Laundering Scheme by selling off his Pokémon?

Later seasons establish that this is just how the process works. The breeding facilities send the Professors one of each starter and then when one is given to a trainer, a new one is sent to replace it, and so on.

This strikes me as a rather poor and inefficient system given how high the demand would be, especially when you could just buy a poke ball and try your chances on a low level wild Pokémon instead

Since Ash met young Oak in the Celebi movie, and Oak remembers it, that retroactively establishes that Oak knew Ash would be late and deliberately saved Pikachu for him. He was always destined to get Pikachu

They are native to their respective regions

We just never encounter them in the wild in-game for gameplay reasons.

They're just rare Pokemon from that specific region in most cases. Unless a Pokedex entry establishes it is native to another region or in game dialogue, its best to assume that its from the region the game takes place in. The only random exceptions to that is the Safari Zones.

The first 3 gen starters are in Fiore which makes sense because which we go off its irl inspiration then it's basically north of Kanto-Johto.
The gen 4 starters are in Almia which to the west of Canalave.
