The puzzle would pretty much be undergoing a criminal investigation. The Gym Trainers and leader are 'suspects' in a crime and you have to guess which one is the gym leader. There'd be clues and such to assist you.
The gym would likely be late game, 7th or 8th. The Pokémon team would focus on trickery and deception.
It'd likely be
- Toxicroak (it's actually a Zoroark. To trick trainers into wasting a turn.)
- Metagross (the gym leader is literally an ex-criminal and is very cunning. They carry around a Metagross to counter Dark type weaknesses. Plus it's essentially a super computer and it'd help with all the cold and calculated actions.)
- Honchkrow (for the mob-boss theme)
- Toxicroak (for real this time. It would sit in the last slot for Zoroark's Illusion, but it wouldn't be sent out last.)
- Krookodile (for Intimidation tactics)
- Greninja (it'd run Protean to annoy players. Hardcoded as the ace)
Upon winning you'd get the "Deception Badge" and the TM for Night Slash.
