In fact, due to the ways evs work in gen 2, there is even less of a gap between the power of the moves than you might think. The only time you'd use either would be against Psychic or Ghost types which usually have worse defense than special defense. Against an Alakazam, Shadow Ball does 45-53% while Bite does 36-43%. Admittedly the flinch chance is nice, but it's unreliable, so unless you have access to the event only move, Growth, you're likely better off with Shadow Ball if TM usage isn't a factor.
