There are enough Water Pokémon to fill out the 151 monster Pokedex (159 total), and enough Water-type Gym Leaders to hold all eight badges.
You could basically make hack of Blue that is entirely Water Pokémon and Water trainers.

Within one or two generations Normal and Grass could probably do it (not enough existing gym leaders, though)
Flying is probably another two or three out, but because Flying has such strong focus on dual typing, you could probably have gym leaders and elites specializing in secondary types, something other types probably couldn't do for many more generations.

Most of the others are around the 70-90 range, about, to a bit over halfway there, and Ice is dying in a ditch. Funny that Ice is more rare than ghosts, dragons, and faries, which are literally fictional.

Lmao, at least ice lives on through water types, pretty much obligatory coverage on almost all of them.
