>>56990213In Gen 1, then in Let's Go and SwSh. Though in Gen 1 it's on one of the islands on Route 12, so it's not as useful until late game. If you don't have Green (American Blue) or Blue, this is the only way you can have access to Pay Day since Meowth isn't available in Red or Yellow.
Let's Go makes up for it by having it available as early as Route 4
