The base shiny rate in BW2 was the usual 1/8192.
The base shiny rate in XY is 1/4096.

These are the flat, completely unmodified rates no shiny charm, masuda method or other additional changes.

I will never understand people who seethe over deceased shiny rates... the old games and their bullshit ass 1/8126 or whatever odds are still there(as if there weren't ways to lower those as well with DV manipulation, Masuda method, Pokeradar, etc)
Little Timmy having a chance of actually seeing one shiny during their normal playthrough isn't taking away your ability to do full odds shiny hunts, or thousands of soft resets in front of a Static legendary in older gens

The "lowest odds" are 1/512, the "highest odds" is 1/8193. The fact one number is far lower than the other number should have given you a clue to their descriptors. Same as a 10/1 horse has longer odds than a 5/1 favourite has of winning. Unlike shiny hunting however, you win more on the 10/1 on-the-nose than the favourite everyone and their mother's trying to win money off. Maybe you need to take up real gambling for a while, if you expect longer odds to give you a better payout.

Time they would have considered that is when pokémon were 25x25 sprites. Now we're in 3D, that's far too much bullshit to be messing with, best you can hope for is at least them adding more shiny effects on a rarity tier.

The real reason is because they think it'd look closer to existing creations and they don't want to deal with copyright potentially.
