I think Hoenn and Sinnoh would be pretty good for the most part, I don't think Aqua/Magma/Galactic's plots really affected citizens that much. If not for the one day they activate their respective legendaries and fuck up the weather, most people probably wouldn't even know what was going on. They'd hear about some lunatics blowing up a lake on the news, but that's about it. The events would probably become more famous in retrospect as people actually became aware of what happened.
Team Plasma would probably be shitty to deal with, they were more of an actual terrorist organization that targeted civilians. Kalos, idk, I don't really remember the plot to be honest.
