Anon, they DO exist in Kanto. We don't get to catch them, because they're in a protected reserve and bred for hand-out starters. I know this is incomprehensible AND esoteric, but you're going to have to wait for Legends: Kanto to see them wild in Kanto. Just as they showed the Sinnoh starters lived in the wilds of Hisui before its settlement.

The leaks said middle-eastern, and the games themselves outright state Iris is from a place far away from Unova.
